I am upvoting because you are looking for a solution, but I am not sure that you are on the right way.
After 30 min the curation is 25% lowering it to 21% will make it unattractive for people who will join steemit just to be curators. At the moment the curation reward is just 1% of my earnings. For bigger accounts – 10 000 SP it is usually about 3% of the income vs 97% author rewards. For 100 000 SP maybe curation income is about 5% of the total income. My point is that at the moment there is no point to join steemit just to be curator…
Maybe 40% for curators and 60% for the author is better option.
Powering down for 4 weeks will not just increase the inflation it will make steem very volatile with big swings – not an a asset you what to stay long in…
