I'm not a math person but 1 million out of 26 million is about 3.8 percent. The people need at least 10% to stand up. It is unrealistic expect more than 20% of the total earth population. Most people are non-factors.
In America it is even worse. Being afraid of the authorities aren't a primary problem. It that we are still undivided based on ideology and vaccination status. Few fully vax people are waking up as they ease in the fact that if you got the Vaccine early, you are no longer vaccinated. As for people who truly aren't on the left right or trump train nonsense, about 1% are awake...if that much.
