Germany wasn't alway this reliant on Russia for its energy needs via oil and natural gas. I've always found Germany's decision to sunset its nuclear power plants peculiar. Particulary if reducing carbon emissions is the goal. Are tsunamis even possible in Germany?
Maybe the strategic risk of being surrounded by foreign countries on every side with a nuclear plant being an easy missile target? No need for a nuke when you can hit a reactor with something not requiring expensive depleted uranium?
They are progressive on the environment though so it is interesting to think of why.
