Then devolop a council of, I don't know 60 or 80 witnesses in rotation, that decide if someone gets banned for a certain time or for all time. Or develop a HIVE-pool for amounts over 200 or whatever bucks... There are 1000000 concepts.... I just farted two in 10 seconds !!!! DOWNVOTES ARE NO OPTION !!!!! The people are already getting frustrated, this leads to more revenge downvotes... an eye for an eye.... No one wants to be in a place like that...
