It shall post for every tag possible on steemit. The delay is caused by the processing and steemit limit for the commenting within a few seconds. I'm not sure if I correctly understood what your statement meant. What do you mean by react?
Not this single tag. It will work on any tag. If somebody writes a tag, bot will search for that tag and top 3 trending posts in it. If it finds them, it will reply, otherwise it won't. That's the general idea as of now. But I'm thinking to revise it as some of the users complained about spamming. That really makes me sad.
