Molte Autorità comunitarie rilasciano certificati, attestati e documenti autonomamente. Un caso eclatante è quello del settore aeronautico. Spesso i certificati vengono duplicati o contraffatti. A volte ci sono persone che sfruttano abusivamente a loro vantaggio i servizi erogati da Autorità comunitarie che non sono territorialmente competenti. La tecnologia blockchain può permettere il rilascio di certificati univoci e tracciabili nel senso più ampio dei termini.
Abbiamo infatti ricevuto infatti moltissime segnalazioni, da parte di numerosi utenti, di piloti che vanno alla ricerca di Autorità comunitarie particolarmente benevole ai fini sostenere esami e ricevere attestati di volo.
Il concetto di autorità competente, così come previsto per esempio dai dispositivi del reg. UE 2019/947 (quello che stabilisce tra l'altro i requisiti dei piloti di UAS ovvero dei droni) è sicuramente evidente per chi conosce la materia aeronautica: è quella in cui si trova il pilota comunitario (e non è quindi necessariamente coincidente con quella del Paese di residenza).
Per sintetizzare: per un pilota Italiano residente in Italia l'autorità competente è normalmente quella Italiana (ENAC) a meno che per vari motivi egli non sia, anche solo temporaneamente, in uno Stato diverso (in quel caso l'autorità competente sarebbe proprio quella dello Stato specifico).
Molti furbetti hanno pensato bene di conseguire quindi attestazioni e certificati online presso autorità non competenti ed i sistemi informatici delle stesse non hanno evidentemente posto alcun limite.
In pratica abbiamo visto piloti addirittura collezionare lo stesso attestato in varie nazioni europee.
Sarebbe interessante provare a fare la stessa cosa cercando di conseguire la stessa tipologia di licenza di guida in più nazioni e vedere cosa potrebbe accadere: difficilmente ci si riuscirebbe.
I tempi sono ormai maturi perchè le Autorità e gli stakeholders possano iniziare ad utilizzare certificati emessi e validati dalla blockchain: averne poi una unica per le Istituzioni Comunitarie sarebbe perfetto ed eviterebbe molti dubbi che attualmente ancora persistono sulle validità e, cosa ancora più grave, sulle autenticità di dette certificazioni.

Many EU Authorities issue certificates and documents independently. A striking case is that of the aeronautical industry. Certificates are often duplicated or forged. Sometimes there are people who abuse to their advantage the services provided by EU authorities that are not territorially competent. Blockchain technology can allow the issuance of unique and traceable certificates in the broadest sense of the term.
We have received many reports of candidates who are looking for particularly benevolent EU Authorities for the purpose of taking exams and receiving flight certificates.
The concept of competent authority, as envisaged for example by the articles of reg. UE 2019/947 (the one that establishes, among other things, the requirements of UAS (drones) pilots) is certainly evident for those who know the aeronautical subject: the competent authority is the one in which the pilot is located (and therefore does not necessarily coincide with that of his country).
To summarize: for an Italian pilot residing in Italy the competent authority is normally the Italian one (ENAC) unless for various reasons he is, even temporarily, in a different State (in that case the competent authority would be precisely the one of that specific state).
Many clever ones have therefore seen fit to obtain online certificates from non-competent authorities and the information systems of the same have obviously not set any limits.
We have even seen pilots collect the same certificate in various European countries.
It would be interesting to try to do the same thing in order to get the same type of driving license in more countries and check what could happen: it would be much difficult to do so.
It is now time, for the Authorities and stakeholders, to start using certificates issued and validated by the blockchain: then having a single blockchain for the Community Institutions would be perfect and would avoid many doubts that currently still persist on the validity and, even more seriously, on the authenticity of these certifications.
