In Michigan where I live they give driver's licenses to migrant workers so that they can drive farm equipment on the roads. Then they over stay their work visas. Renewal of the license, as far as I know, does not require proof of citizenship. I think giving licenses to illegals is intentional in California. A driver's license is a stepping stone to many other licenses and state benefits.
