Some of these individuals should’ve never made it into a place of law enforcement in the first place. But if it’s the first time they’ve been faced with a situation like that we can’t really blame them for not acting, I’ve been shellshocked I don’t know if the same feeling would come in a state of mass panic but when your shell shock to your brain just shuts the fuck down
