if you vote on a comment with in fifteen minutes of it being posted...the same thing happens.
(the rewards pool is at an all time high right now)
Isn't it great that all the all of the top 20 witnesses are technically competent in code, blockchain, economics and didn't 'consent' to the new HardFork until it was completely tested on the Testnet? Imagine what would have happened if they weren't
The DID do that didn't they? Why else are they the top 20 witnesses and what good is the testnet otherwise?
Personally, I like to save my self-votes until after everyone else has voted on the post. I usually wait until 5 days after the post.
This way part of my self-vote goes as a curation reward to the people who supported me.

Yes, you have to wait at least 15 minutes if you expect any sort of return on your post. So clicking the button to "Self upvote" before you post is like "Shoot self in foot upon posting".

Yes you are correct about the changes to self votes, within the 15 min window for your own posts or comments value of your vote returns to reward pool.
