"Arms Control Wonk" podcast discussed these violations a while back. They are similiar to the claims that Trump has put against Iran and the USA leaving the Nuclear Deal. It's can be interpreted that Russia abided by the letter of the treaty, but it can be claimed that they did not abide by the spirit because of the nature of research that was conducted.
