I'm out of useful ideas then I guess. I would check those temperatures though. Reinstalling Windows is always a good idea. Or you could try playing CS:GO on Linux since it's supported ^_^

Cheers man, might try and jump back into last patch, lol. Probably check exact changes of the update first.
