Yeah, I love Overwatch and I want to see it grow on the Steemit platform. It's been nice seeing more and more people playing Overwatch lately, probably due to the OWL gaining so much traction.
Been trying to support whatever Overwatch content I can find.
Appreciate it, it's still pretty small, but it's slowly growing. It'll take time, but we'll hopefully get to a point where we'll have hundreds in it and on the Steemit platform.

Your FPS or your OBS frames?
What are your settings? Try dropping them if they aren't already low and see if anything changes. I'll post a link for optimum competitive settings in the discord, or at least really good.
Is your gpu a GTX 970M or a desktop 970
Only thing I could think it being is heat throttling. Is it running hot? What do you have your FPS capped to? 60? If you're playing on a 144hz monitor, I suggest playing on 140+ fps if you can handle it. You're not making full use of 144hz if you're only playing at 60fps.
Or your CPU might not be able to keep up with the game sometimes while streaming, it might hit bottlenecks every now and then; it's happened to me before. There's been issues lately since the Meltdown/Spectre
It's not hard to get gold dmg with Moira in silver if you're not incompetent.
You have much more consistent damage than what others in the silver SR can put out. They don't have the aim to keep up, and your aim isn't that bad from what I can tell.
It's been happening to me too, though. I've been having weird FPS issues. I'll be playing 200+, then it'll plummet to under 100 and keep spiking up and down in an unplayable way. It's been happening to me for the past couple weeks since they announced the Meltdown/Spectre problems.
Open up your Task manager and see if your CPU is throttling at 100%.
When you start having the issue. That's how I noticed an issue when mine was messing up.
I tagged you on Discord with settings that are optimal for playing competitive. It has descriptions as to why they're useful too.

One more important thing is at the very bottom of the post. After his sensitivity settings. It's something you have to change in windows.

The reticle is personal preference, as is your sensitivity. But that pointer precision thing has nothing to do with your sensitivity, it's a windows setting that's default enabled that's bad for consistent aim. It accelerates the movement of your mouse, it's best if you disable it if you want to absolutely maximize your aiming performance.]
I play at the same sensitivity as the post, coincidentally. 800 DPI/5 sens, it's good for hitscan DPS players. There are good ranges of sensitivities for different roles. Some roles will wanter quicker or slower.
Check task manager.
Or leave it open.

It doesn't depend on your heroes, you need one that's comfortable for you and your main role. Tanks will want really high sensitivities, supports less but still high, projectile DPS players even lower, and hitscan the lowest.
I suggest looking at pro players DPI/Sens that play the heroes you play the most and try out theirs.
Go into the performance tab, at the bottom of it click "Open Resource Monitor" from there you can see graphs and more information on what's taking up your CPU. It could also be your memory; you can see if that's the issue from in there too.
Fullscreen will usually make a difference. Fullscreen is best for FPS and less input lag.
But when streaming it's understandable to want borderless.
