there are many different types of communists first of all, the communist manifesto only applies to the subset of marxists.

Under marxism the goal is to create a workers state based on the dominance of the working class (proletariat)

The goal of this workers state would be to suppress the working class and move the society towards communism.

There are two modes of production under society today, private and collective. If it is collective it is worker control. If it is private it is under the control of the capitalist.

The goal of marxist revolution is socialism, once socialism is achieved the goal is to move towards communsim. Those welfare capitalist states are nowhere close to a workers state, and thus nowhere close to starting the journey to communism
