Beginning of bitcoin time every project forked bitcoin code and make their own coin. That's same model is used in dogecoin.
Dogecoin History
The dogecoin was created in Dec 6 2013 by billy markus and jackson palmer. dogecoin logo doge is shiba inu the japanese breed dog which is very famous in meme space so online community is created dogecoin for general purpose. Dogecoin is forked from litecoin. Dogecoin is nothing special compare to bitcoin, ethereum and XRP because this coin is mainly created for tipping and donation and even also dogecoin is using for low transaction fees.
