I look forward to seeing more ways to store the pot. Currently, we've hit that marker where all the inactives has been hit enough times that we can't raid them for supplies, and the people that do have enough resources to make raids worthwhile are so heavily fortified that it's not worth risking your units to attack them.
There's another f2p game on the PS4 called Let It Die. When you attack other players, you can stream some of their resources, but there's also a guaranteed reward for a successful attack based on the defending player's PvP ranking. This makes attacks worthwhile at higher levels, even if there's little to nothing worth stealing. You may want to consider implementing something like that. It'd push people to attack other players, spending their units, and there's an incentive to do so.
