Thanks for your feedback @cityofstars , The song is against governments, and it is about a situation where people are under pressure and get killed by cruel governments. and each government has their own issues, so in this one you hear about a dark situation in a closed space. and Rats are used as an example. like a metaphor.
and here you can see "We made them strong" we made governments strong, and we don't know that they have to work for us, not us for them. we give them the power.

it means how we become relax about our situation while it started as a force, but we are living normally even if it is not good for us.

this part is about execution of protesters by cruel Leaders.
