Finding ones post on another person blog can be very annoying. Well, just as you have rightly said that it is a compliment to you.
I will also add that someone copying your post means you have done a great justices in bringing out the importance of the post. That means you always have a great write up.
Likewise, i think there should be a mechanism to stop such individual because if not checked on time the individual might just think he/she is smart.

Rating of ones achievement should be complimented by the acceptance of the post among the general public, how informative, entertaining and educative a post is makes it's easy for positive rating and a satisfactory mind.

I think it should still be up to us to "police" our steemit as it should be as free as possible. The stealing content etc comes with it but imo most people are genuine.
