For IPFS pinning / incentivization there already is a beta version of filecoin!
Honestly I don't think that even with incentivization it would work so well... It's not only storage, it's also encoding, and (a lot of) bandwidth. YT offers all that for free. Consumers aren't even aware videos have associated costs. For them it looks free.

What about allowing creators to allocate/pledge a (larger) percentage of their videos’ revenue to DTube in order to keep it pinned longer and defray DTube’s costs? Or allow fans of the creator’s video to pay/donate (in DTB or STEEM) for that?
Yes, people generally seem to have no idea how much transcoding, bandwidth and storage costs are. Maybe more education would help with that? YouTube is able to give all that for free by selling intrusive advertising, I think, which has terrible negative side effects (e.g.: censorship).
