The Minister of Public Safety and Emergency Preparedness is Ralph Goodale and the Minister of Immigration, Refugees and Citizenship is Ahmed Hussen, and I don't see how any of them could ''step into and allow her to enter Canada on humanitarian grounds''. A humanitarian case which would be highly difficult to justify, I would guess, especially in the case of a temporary visit.
