DTube runs using a distributed network of P2P type servers, as I understand, so in theory if some of them fail then the rest can pick up the slack.

Ah ok, then I would assume there's some bottlenecks in the system like not enough servers in the high demand regions or the video your watching is only on a server in China and you're in the States. Stuff like that is common problems with distributed networks.
Or heck they could just be getting DDOS like Steemit has been going through lately.
