I think it would be a good thing if Steemit has the ability to prevent users from repeating same comment, whether they do it on puroose or not.

If they do that, many comment will get block for same reason. They can only do it manually.
The idea is: blocking a user from posting an identical comment to an article, like facebook does when a user accidentally reposts an identical status due to -to mention one- bad internet connection.
I think we will see it the future since Steemit is still in beta. But ofcourse some researches need to be done to prevent another potential problems like you mentioned.
That's is not their biggest concern now. The main issue is spam and how to prevent it. Hopefully they can come out with the solution. In the meantime, they do have steemcleaner to help out if user report it.
Yes. I'm aware of the existence of police bots. And I hope people who accidentally make mistake like I did here won't get flagged or another kind of punishment.
