The concept “easy” varies from person to person. However, I can give you a couple of tips. Apply all of them if possible. At least the ones which fit you best.
Move to an English-speaking country or hire a private tutor and practise with him/her everyday, if you can afford it. Because you need to practise as much as you can. You need to practice speaking in order to improve your English-speaking skills. This is the easiest way money can buy. Yet, there are cheaper ways to practice.
Your prerequisite skills for speaking are grammar, vocabulary and something to talk about 🙂 Now you know that it’s not only about moving to an English-speaking country or hiring a private tutor. You do not have to pay a fortune.
Read books, magazines, articles and blogs on web. This will help you improve reading skills and vocabulary.
Study the topic, that you want to be expert, in English. So you can express your ideas and feelings in the topic you need.
Watch movies and TV Series. Whatever you like! This will help you improve your listening skills and vocabulary knowledge. Besides you will have fun. I recommend you to start with F.R.I.E.N.D.S. if you haven’t seen yet. (old school :))
You can write down your feelings in order to improve your writing skills. You will learn new vocabulary this way. However, you need someone to check grammar and spelling for you.
The most important one is you have to practice and practice as much as you can.

I'm teaching in China and I get this question a lot. Usually my #1 tip is to watch English TV shows. This exposes you to the natural rhythm and pronunciation of English and in TV shows you'll see a lot of repeated vocabulary/phrases. Furthermore, you are doing something you are interested in so you're more likely to internalize it. All of my best students have taken this route and their spoken English is fantastic.
