I think you got mixed. Block.one is not a "decentralized platform based on blockchain technology with the ability to host multiple different applications that can be easily uploaded by developers who are also EOS token holders."
Block.one is a company created by Daniel Larimer and Brendan Blumer.
Block.one is the company editing the EOS.io software and developing this "lightening" blockchain of the future.
