BANDA ACEH - Former Coordinating Minister for the Ministry of Maritime Affairs, Rizal Ramli said Aceh is an area with a large Special Autonomy (Otsus) fund, but he is very concerned because so far the results have not been seen well enough. "There is a large amount of Otsus fund, I am shocked and sad that the result is almost nothing," Rizal Ramli told reporters after a general lecture on the reflection of 10 years of special autonomy fund at Muhammadiyah University of Aceh (Unmuha) Campus on Monday (4/16). Rizal Ramli admitted Aceh is a rich region both in terms of income, people who dare to innovate and also smart. But he felt sad because Aceh's economy last year only grew 4.2 percent, below the national average of 5 percent.
In addition, Rizal Ramli deplore the process of using Otsus funds so far not run in a transparent and even not on target. "Unfortunately the process of use is not transparent and not on target," he said.
Rizal asked the people of Aceh to urge the government to announce the number and use of funds Otsus through mass media, to the responsible person to the benefits of the project undertaken. "For anything, any project, whose responsibility, whose coordinator, what benefits," he added.
Then, he continued, with such a thing not only members of the House who can supervise, but the community both from the universities and non-governmental organizations (NGOs) can conduct supervision. "Let us begin to transparently manage the government, that I believe Aceh can grow more rapidly and grow," he explained.
In addition, Rizal Ramli was confused by the condition of Aceh, the article which has the largest Otsus funds, but became the poorest province in Sumatra, the highest unemployment rate, and even the poorest 5th in Indonesia. "We can get the biggest Otsus funds, the poorest in Sumatera Aceh, the poorest number 5 in Indonesia. This is not true, the money is there, the way the system management and supervision is improved," said Rizal Ramli.
