Monkey D Luffy, is the main character in the manga and anime One Piece by comic artist Eiichiro Oda. Luffy is told as a child who aspires to be a pirate king free adventure and sailed oceans around the world.

From here we get the answer why Luffy never killed his enemies. In the One Piece story, the collapse of a person's belief is tantamount to death for that person.
That is the reason why Oda created Luffy's character that never killed the enemies he had ever defeated.

Well it is a shounen manga so there should be little to no killings from the protagonist. In fact, there are not many characters who were really killed in One Piece. Only remember Ace and Whitebeard, aside from historic characters.
Oh I remember that War of the best episodes. It really did made me sad. Ace death was really hard to accept. I find hard time in moving on with that scene.

as for Luffy, Killing is just the same as defeat. He believes that it is enough for him to defeat the enemy as defeating will make their dreams shattered. Once his enemy got defeated, they will be unable to reach their dreams anymore.
