The only point of a decentralized authority is to avoid the burdensome costs of the current restitution situation. For example, right now if a person steals money, the state steals everyone else's money to pay for the investigation and trial of that first person. The offsetting of these costs creates many additional problems, like frivolous lawsuits for one example, or the cost to police and others to collect witnesses and testimony. The most important thing is solving these problems in a voluntary and decentralized method.
