Gator, I'm not sure why you're saying "The higher month close is at 1.2421"
The highest in my books is January close at 1.24394. I just double checked with tradingview site, it matches my broker's number to the tick.
P.S. I'm still going with your suggestion of 4:30 pm London time for closes.
Can you please let me know if I'm missing something?

use est 23:59:59 close. feb 28.. not the london close for month.

I just checked it, you are right I got the same close, but by looking at the gator time he is refering to some other close.
that's exactly what I did. Knowing Gator, he usually considers closes half hour before London's session close
