Canada does have a list and it holds everyone's name that has ever been contacted by CAS (guilty or not). My understanding is that it can be shared throughout the provincial agencies and external parties if they are served with a warrant or for a criminal background check for a job opportunity with kids as @kryptocoin mentioned.
