I have a question. How are you going to verify if a person has been donating. I ask because some newer people that have not had a chance to donate are using this tag. Are they exempt for say 2 weeks? I think this would be fair as new people do not know yet how to donate. And after that how do you verify they are donating. I love this idea but I wish to know how it will work.

These people are just like CPS, they 'care' if they are getting paid to do so!
