I suspect that this issue is inflated by the media because it causes such outrage.
I do not go to schools, so I cannot verify whether these things are happening to the level that you describe them.
However, we all know that the media just likes to incite rage and fear. All of your sources are media sources. None of them cite real research.... So, I suspect that you have fallen victim to media fear mongering. I suspect that most schools are just moving away from only allowing girls to pay with girl toys, etc.
Of course, admittedly, I have not been in a school in a very very long time.
