In my country the question of foreigh adoption is very hot but still there was no law that stopped and forbad it.
The only law that made restrictions for foreign adoptions was Dima Yakovlev law (as it's called among people).
It's the law that was signed in 2012 by the President. The law made restrictions for adoption of Russian kids by American parents.
Why?
It was a huge international scandal connected with a death of 2-year old adopted boy Dima Yakovlev that happened because of irresponsibility of his adoptive parents from the USA.
Now we have another kind of foreign adoption restrictions.

Today deputees have approved the following law that forbad adoptions to foreign countries where gender change is allowed.
In order to protect children from potential dangers, adoption or guardianship for citizens of foreign countries where gender reassignment is permitted are banned.
In 10 European countries — Austria, Estonia, Germany, Iceland, Italy, Luxembourg, Malta, Norway, Slovenia, Switzerland — there are no age restrictions for legal gender reassignment.
In 8 — a minimum age for minors is established: for example, in Spain — from 12 years old, in Belgium — from 16 years old.
According to the official data during the 90s and up until the mid-2000s, the dealers from the prevention system sold more than 100,000 children abroad.
I am sure that this is only the tip of the iceberg.
It's good to know that there are societies that prioritize child safety and protection.
