Juvenile justice gives the answer "Yes".
A poor Mom can't be a good Mom, and she doesn't have a right to bring her native kid up. There are better candidates for this mission - adopting families. Especially if they pay good money for seeking a good kid for them asap.
Western juvenile justice doesn't leave mothers a chance to be mothers. CPS are waiting for the moment to knock at their doors.
In my country the mentality and society opinion is different, and people try to help others in hard life situations. But CPS are not people. And here western juvenile ideology sets new rules as well.
It is a reason that in my country there are cases when kids are taken away from their Moms just because of bad living conditions and lack of money.
It's a case of a young Mom Natalia who has 2 kids but she is not married. Her kids are 2,5 years (a son) and 6 months (a girl).
And the son was taken away because of mother's poverty.
An anonymous denanciation was a reason for CPS to make this decision, though a woman had already been on their control. They just were waiting for the necessary chance to enter her house.
The girl really had bad living conditions - a poor old house. She really had lack of money because she had 2 kids and no husband. Moreover, she herself had been brought up in the family with 6 kids without a father (he died), so poverty was chasing her for the whole life.
In such situations mothers need help from the state, support and psychological assistance. But here CPS come...
As a result the son was given to an adoptive family with good incomes. He has good life now. But can we call life without a native mother "good"?
Natalia asked for help from parental organisations. They collected dozens of good recomendations about Natalia as Mom.
The woman herself tries her best to improve life conditions. She works, she tries to make her house better. She cries every day for her son who more than 1 year lives in another family....
She hopes she will persuade CPS to return her kid back.
Their struggle doesn't stop....

Poverty, education or personality background should not be the criteria to break up a family. More often parents have a more giving and genuine heart of love when faced with obstacles and should be encouraged and supported. Theft has no place in the welfare of a family.
yah I do think the same, Mother is too important for any kid and for his mental health, so just money or just not good enough house can't a reason to harm a kid and a mother.
I have a school mate her husband died. because of her poor state , her husband's sister forcefully took her two kids away from her just because she can't take care of them This is so wrong. Instead of taking away the woman's happiness, let them profer solution by supporting her.. Thanks for sharing.
