"Resource" families are a new juvenile innovation.
Now kids have become even more profitable business than they were before.
pcIn the Moscow region, officials announced the strengthening of the juvenile system due to the emergence of so-called "resource" families. 
According to the new law, this is the name given to guardian families to which children taken from their birth families are temporarily given.
That is, if previously a child was first kept in a shelter or rehabilitation center, now they will be transferred to such a family. And if the parents cannot achieve their return home, then they will be transferred to another guardian family.
Of course, noone thinks about the fact that that such changes are extremenly stressful for kids. They have lost their native parents, and during a short period of time they have to change two differerent families?!
It shows that the system is interested not in the child himself, it's interested in the money that follows him.
The system of shelters and rehabilitation centers is being destroyed in the same way as the orphanage system was before. It is much easier to control institutions than families: they have strict reporting, accounting, and they have to report about every dollar they have received.
Formally, guardianship families must also report on the money allocated for children, but it is almost impossible to control how this or that check was received.
Resource families are an extension of the juvenile scheme, where millions of dollars are kept.
Moreover, in parallel with the emergence of resource families, payments to uardians are being expanded.
Now in the Moscow region they will be paid from 19 to 24 thousand rubles (about 250$) per month for each child. As a rule such families take 3,4 and even 7 kids.
Profit is increasing.
And the risk for ordinary families who still are happy to have their native kids at home is increasing as well....
