Usually when there is a murder, or criminal behavior like we have seen at the highest levels. They arrest those people and issue a search warrant to get the needed information. No arrests have been made, the criminals are free to commit more crimes. Nothing has changed.

An indictment legally is not evidence, it only takes a grand jury to suspect that a crime was committed, and grand jury proceedings are secret and closed to the public.
