... and somtimes I go to their comment list and put this under a few of the comment that they have made on other posts.
It IS considered spam, so are justified in using the flag. The flag is mean for plagiarism and spam and abuse.

As spammy as it is I am hesitant because they are generally new here (going on their rep) so benefit of the doubt steps in.
There are some that I feel should know better based on their rep though. Still, hesitant.
