Look, the earth spins at a constant rate. Long, long, long ago when the earth was a spinning molten blob, the earth was slightly bulged out at the equator due to the spin. When I say slight, I mean .0017 difference. That is more perfectly round than a billiard's ball. This"bulge" remained as the crust hardened, and it is still here today. It is not bulging as we speak, it is at equilibrium.
