Yes, I understand $3 can go a long way in Morocco. However, if I were served this meal on the main square of a U.S. or Western European city it would go for a lot more than $3. Also, considering that many people in the area jack up prices for tourists, $3 is very reasonable. Nonetheless, it is and endorsement of Morocco as a tourist destination. :)
Yes sometimes the price can go up to 10$ just for a little "Tajne", you must try the "TANJIA" it's look amazing too :D but you must pay more than 50DH (5$)
