UEFA could certainly do more but it's hard for them to act in cases like this where it's happening in youth matches with few cameras/microphones to pick up on it.

Clubs/national teams need to do more to educate young players. While there are isolated incidents everywhere, there are certain parts of the world and certain countries where this kind of abuse keeps happening. Stadium bans/fines don't solve the problem in the long-term.

UEFA needs to get tough. English clubs were banned from European football for five years following the Heysel disaster. Similar bans should be applied to systemic offenders. Only then will those countries get serious about tackling racism.
