Just take a look at the second screenshot of the post, it is the Power Up option of your STEEM, you go to the Advanced mode and you can write any username you want to sent Steem Power to provided that you have enough STEEM tokens yourself.
I'm running it as an experiment to see if most of the people are after the quick buck, or want to be a part of the community... so far the results are not too encouraging.
I think the community as a whole has way more value than the free STEEM power or SBD they could potentially get. I have gotten a few really good crypto tips frm STEEMIT that are still paying off.
