I had a small battery charger bolted in place under the bonnet of my 1972 Citroën DS, because I didn't drive it much in winter and I wanted to keep the battery topped off.
nice idea if you have enough space for it :)
Have you ever seen the size of the bonnet of a DS? You can sleep under it, next to the spare wheel 8-).

In winter, going only short distance, the battery would be drained all the time.
Diesel Engines can take quite some energy to start in winter.I had what @orcdu said.

Maybe it is for an indoor heater...cold engine but warm ears ;) and no you not just see it in split...my car looks similar!
