The major problem with Toontown as a game was that, in its original form, Disney stopped giving a shit about it a good few years after they released the final Cog HQ, Bossbot HQ. There were barely any updates and the community criticised Disney through rant videos. Hacking was a rampant issue that plagued a lot if districts. They were right to be criticised; the game is a grind that, even when given those updates, they were small and miniscule at best. When the game shut down, TTR (Toontown Rewritten) was the foremost popular private server of the game. They promised to add new content in while reviving the original game as is, as well as tweaking things. It was an attempt to show they weren't Disney, but that promise was very rarely if ever acted upon. It took many months for even some easily implementable things to be put into the game, the new additions were of little substance, and the staff on the server lacked (and still do) any real transparency. There's a lot more I could discuss, but that's for another day. 'Fuck-around-itis' was a term coined by DJYC2125, a long time Toontown YouTuber who was part of (perhaps even the figurehead) the critical 'rant' YouTubers to describe Rewritten's failures. Even now Rewritten fails to have anything of any real substance in my view despite the years passed by the initial unrest, though some YouTubers still continue the ranting movement in heavily criticising the TTR team and their actions, such as Coach Z's Evil Twin.
