Do they even have to ask? Even after such a fantastic job on RE2, this PR move shows how AAA devs have become.

Back in the day, and I mean the late 90's, Resident Evil 2 wasn't even finished while Resident Evil 3 was being made. But they didn't even know if releasing Nemesis would even be a thing. They were prototyping, experimenting with different versions of a sequel.
Thankfully, it was a job well done which rose as a blockbuster following up the success of the previous game in the series. But that's not how they're doing it now. If fans don't build enough hype around the project, I'm guessing the company will decide to spend less resources on development.
Yes, we want Resident Evil 3!
I'm assuming the difference in the attitude from exploring gamedev to cautious resource spender reflects how expensive making a AAA title has become. We can take the Metal Gear series as an extreme example of how a franchise can bring a company down out of fear a game doesn't stand up to the financial risks included.
Because it takes so much more work to detail an incredibly immersive world, there's only so much the business world is willing to spend millions on. Tried and true formulas are everyone's best bets. Evolving our computer's graphical capabilities does have it's downside.
Despite Capcom still producing great games and taking chases, the chance of investments going bad is why small and medium sized "indie dev" companies like tinybuild are usually my go-to choices when I want a different kind of gameplay.
Resident Evil 3 is the one I played as a kid. I never finished any of them, due to being a gigantic chicken then (and still now).

I believe the indie vs AAA is well devided now... If you want something new or risky indie devs make a lot of these titles.
But if you want a polished game with millions of dollars behind it, big companies make those but they won't have something new/inspiring in them.
There is also the "solodev / up to 3 people" category for actual "indie" games, which are sometimes really good.
