I've been thinking more about this, here is an easy way to prove it does not work, the claim is that there is a powerful electric current that is capable of electrolyzing a significant amount of water into hydrogen and oxygen. I've actually done this experiment as part of my 8th grade science fair project: Run a current through salty water, place each electrode in an upside down jar, that will give you an idea of the volume of hydrogen you can produce with electrolysis, even with 120 volts of house current it would take you like a week to fill up a small jar.
