I think it's both. Global dimming is something that has been well documented, and talked about even in mainstream academic circles. It's the blocking of incoming sunlight by particulates in the atmosphere, whether that's through pollution, exhaust fumes, coal burning power stations, or even from volcanic eruptions. At the moment the whole planet is covered with these fine particulates as a result of industrial activity and the burning of fossil fuels around the world. The geoengineering programs are basically an attempt to mimic that, and they do have a cooling effect in the short term. But unfortunately in the long term they actually increase the overall warming by trapping the heat that does come in and not letting it escape, as well as breaking down the ozone layer, as Dane mentioned in one his recent videos interviewing a former NASA scientist.
I do think these programs have a definite military use as well, as the aluminium and other heavy metals they are saturating the atmosphere with allow radio transmitters like HAARP to manipulate high/low pressure in the atmosphere and steer weather systems. This can and has been used in various places around the world to steer storms or cause drought.
I think at this point though, most of the manipulation they are doing is just to try and hide the runaway global warming for as long as possible and keep populations around the world asleep. This is mainly through engineering cooler weather in the eastern USA in particular, and in other western countries, to keep people confused and divided, and to feed global warming denial. I think they are well aware that things are beyond humanity's control at this point.
I actually read a very interesting article recently about how the US military think tank JASON published a study predicting the consequences of runaway global warming. They said that it was most likely Earth would end up more like Mars than Venus, as some are warning. This is because once the hundreds of nuclear power plants around the world all melt down, the radiation will essentially break down the earth's atmosphere completely and leave us with a dustbowl of a planet, with no atmosphere, rather than a superheated planet with a thick atmosphere, like Venus.
I tend to think geo-engineering is used as a weapon rather than solar radiation mitigation.
