I think they will come back. A lot of us is into steem. For me, even a small amount is consider a reward because getting upvote nowadays is quite hard for a small account like mine.
yes clearly stake based voting has failed. the biggest stakeholders don't act in the best interest of the platform. they're more like a self destructive force.
