Great post! I think the keyword in the whole article is consistent action. Without it there's no way to achieve anything. Big goals are not achieved over night and being consistent is what will make the goal come true.
Also when it comes to when, breaking down goals into smaller ones is essential, while keeping it realistic of course ;)
But then I would argue you should start with Why, look at the following presentation of Simon Sinek to understand what I mean:
Starting with the why will definitely give you the energy to wake up in the morning wanting to achieve what you want to achieve.
