What's Being Done to Protect HIVE Governance/Decentralization?

After bearing witness to the absolute shit-show that was the Steem/Hive fork, I'm wondering what the community and or witnesses are planning on doing to protect our blockchain from being taken over again. I know that removing the Steemit inc stake and creating a 30 day delay on witness voting is a good start, but I don't feel like this by itself is enough. It seems as if some "investor" with a few million to spare could buy a bunch of tokens, simply wait the 30 days, then have enough vests to vote in their own witnesses.

Any thoughts on what we can do to further improve decentralization?

Something that came to mind for me would be to have a staged increase in witness voting power which mirrored that of power downs. A 13 week gradual increase in witness voting power, culminating in the full power after the waiting period is up.

Like the previous solutions, this would not be the only fix necessary but a step in the right direction in my opinion. Let me know your thoughts!
