Are political entrepreneurs positive to society, or are they simply taking advantage of governmental systems and regulations for their personal benefit?

In my mind, political entrepreneurs are politicians who use their positions to influence the economic gain of their own companies/family companies, companies that fund them in some way, or companies that support their political ideologies. While this might not always be detrimental to society, I feel that it is always a personal gain for them in some way or another. Political entrepreneurs can cause a positive impact on society if they are supporting companies that are for human rights, ecological protection, or education. While this allows a wide range of companies political entrepreneurs could support, sadly, I believe most of them are simply taking advantage of governmental systems and regulations for their own personal benefit. This can be seen in politicians that are easily swayed by fossil fuel companies or religious groups that have only their economic benefits in mind and do not support the betterment of the general public. Specifically, the oil and natural gas industries for years have been paying lobbyists to either fabricate facts or dig up the personal secrets of owners of natural resources companies purely on the idea of discrediting their "goodness" and the effectiveness of natural resources so that they do not lose monetary gain if we switched to green energy. The politicians that still support these companies that strive to lie to society are in no way benefiting the general public but instead are increasing their own personal gains.
