I'd most likely say a human is born without moral alignment, but natural tendencies to do stuff related to their own personal growth. With natural development a young boy will grow up to be both the proud guardian of their family as well as the murderous brute of their enemies. A girl will grow up do be both the caring mother to their children as well as the poisonous witch to the ones they despise. It would even be an overstatement to say good is baked into the adult mind - most adults merely oppress their true selves in order to fit in with a civilized society that despises what it deems evil.
Maturity has two sides here: The first is merely to behave as an adult is exspected to behave, independent of what's actually good or not - The other, deeper understanding, I propose, would be to integrate all their natural tendencies into something they themselves can call good. What that would look like would be up to them. Is evil a form of immaturity then? - probably. But the nature of evil is complex in many ways...
To transition into maturity in the second way I'd propose to let people have their natural growth, but also teach them about the greater connectedness of things. If responsible adult people understand they can't just go around creating havoc without hurting themselves in the end they will most likely just act along.
This however presuposes a greater society which they can trust and depend on - if that's not a given, no amount of maturity will help in keeping everything cool and good.
