Any developed countries will not have successful UBI (which I prefer to call local/domestic BI) implemented on a 100% scale. 50% should be used and target the lower income half. Work on a lower UBI that eg 30 a day while they still continue any social welfare benefits. I advocate for a global universal system -GUS that have a social business component that can give lifetime UBI with a innovative new lifetime loan scheme. The UBI will be used to provide better housing,food education, medical that is falling in current situation and will not required funding from any government that is so much rejected in any proposal to increase tax to fund it. The properties and social business will be collateral to the loan that any funder will accept with 100% guaranteed repayment and since the loan look use average lifespan and BI+any current wages or salary, it will make many unqualified loan applicants qualified at a much lower interest rate. Plus those above 60+ will also have access to restart their life if they fail in business or get retrench due to age and many are expected to live to 90 or 100 years old given today medical advancement.

The GiveDrectly experiment is to be commended for working out the reasons in improvement in third world with UBI. But at the same time the amount they used in not even 10% of the UBI discussed in the developed countries. Such inequality should be eliminated either progressively with a 5-10 year plan in view or else its as good as advocating inequality from birth. GUS will have a UBI that is truly global with not only use same rate aross the world but also backdated calculation from date of birth since we can set in place system and technology to really put everyone on equal footing. Be it progressively with targeted timeframe or across the board.

The reasons of AI or automation to use UBI as tool to reduce social welfare burden or anticipated mass unemployment or use tax to fund are all for the wrong reasonings. GUS will have social business entites network to self fund the UBI with eg 30% profit margin for all products and services current business or 50% of the population joined. The business will be owned 100% by citizens only and managed by professional or current business(SMEs) who will option to meet the minimum 50-100% required for guaranteed consumption by the public. The unconditional UBI that many proposed may have the higher moral ground but is not realistic and every human will still be spending on foreign export that will drain local economy spending. With 50% of the population as 100% owner, any AI or automation development can be promoted instead of being halted since they will directly benefit by getting work on other higher value jobs. Eg getting paid just doing survey or clinical studies or even if by voting though points system on vast amount of issues that no AI can help do decision making. Even working around 8 hr a day as public security (need attend basic self defence courses or training) with pokemon Go will help counter crime or terrorism. With a green environmental sustainable factor built in, we won't have climate change issues to worry about who will replace China as the next major pollution contributor. Africa and other part of Asia or South America will be very prompt to take over this role and even if we get the first country who will implement the UBI done on a national level, by then we might all suffer the effects of climate change instead and won't live long enough to enjoy any benefits.

Given the low support rate of by vote or poll, if no one advocate in the direction I proposed there is no chance we can see in next 3-5 years on a UBI that still required long public education to take place.
